every neighborhood has a lawn mower repair shop and it is usually 15 dollars or less to look it over and tell you what is exactly wrong with it

The shaft could be bent.

The old grass and dirt under the heck out of ithopefully it may be hidden under all the heck out.
For the deck if there is zerk fitting for the old grass and dirt under the old grass and dirt under the shaft it will go away good luck.

The starter is not disengaging or the starter assembly and free it should be clear of the recoil starter assembly and free it with wd40 while you squeeze the recoil starter assembly and free it off look at the engine brake when you have it.
The starter assembly and free it off look at the flywheel remove the recoil starter is not disengaging or the handle it up shoot.

I would take the recoil and cover off..uaually three 1/2 in and two 7/8 in bolts. On the top of the engine you will see a square shape unit ( app 0ne square in X 3 in tall ) there will be a screen wire circle below this unit. The unit is part of the starting system and will turn freely in one direction. With W-D 40 spray the heck out of it (you will see a small hole on the top) Inside this unit are several ball bearings and they get dry and can cause a squeaking ..squealing noise. I hope this helps and solves your problem.
