lawn mower won’t start??

i had my lawn mower in storage for about 5 months. it’s an old mower that i got second hand, but it didn’t give me a single problem last year. it always started right up with 1 or 2 pulls. i had it stored with gas in it, and someone told me i would see little bubbles in the tank if there was water in it, which i don’t see. the oil is good, tried replacing the spark plug, air filter is good. it doesn’t sound like it’s even trying to start, but seems to sound slightly better when i take the spark plug out. is my mower just dead?
