6 December 2007 - 1:55rotary lawn mower loss of power?

my lawn mower fails to reach full throttle. I have adjusted the cable to the full but to no effect. can anyone help me.?
My mower is a honda hrb536c. Thank you.
thank you all for your help. I should have said that I can induce a good rev by moving the throttle levers directly with my hand.The bottom spring is suppose to do this but dosent move the lever far enough.

    The air filter check it is tight and see if the mower will with tools take the cover off crank the throttle if you can get to the cable is probably in the mower will with the cover off so you are.
